A Letter of Memorandu is sent (through the United Nations Office, Kathmandu) to the Secretary General Koffi Annan and UNHCHR Mory Robinson regarding the issues of 'International Investigation Commission' to run deep investigation upon the 'Royal Massacre' which took place in Nepal on 1 June, 2001 Night. The Letters are as below:-

Letter of Memorandum
To His excelency Secretary-General Koffi Annan
United Nations, Head Office, New York, USA.
Your Excelency Secretary-General,
I want to focus your mind towards the ‘Tragedic Royal Massacre in Nepal’ which took place at the night of 1 June, 2001 at the Narayanhity Royal Palace, Kathmandu, Nepal assasinating ten senior members of Nepal’s Royal Family including the King Birendra, Queen Aishwerya, Crown Prince (later King) Dipendra and the whole family of late King Birendra. The Massacre is one of the dangerous, tragedic and rare incidents in the world which took place at first time in the history of Nepal.
After the Massacre, our Present King His Majesty Gyanendra Bir Bikram Shah Dev formed a two member ‘Investigation Committee’ to make investigation on the Massacre. The Committee also publishised the Report within one week of it’s investigation. Actually, the Report of the Committee only describes the story of the Massacre, but it doesn’t clearify the Cause of the Massacre. Yes, the Committee was headed by our Chief-Justice Rt. Hon. Keshav Prashad Upadhyaya and followed by our Speaker Rt. Hon. Taranath Ranabhat; and we do not have to suspect upon their report, but more than 75% Nepalese People are not ready to accept the report as it is. On the other hand, the Report also may not be complete if it doesn’t clearify the cause of incident. Being unsatisfied with the Report, the People are running different kinds of movements, but on the other hand, the Government is stopping them to run peaceful movements against the Report. At this moment, Nepalese People are demanding the ‘International Standard Investigation Body’ to run deep investigation of the Massacre. It is also necessary to find out the truth of the Massacre and; satisfy Nepalese people and the International Communities too.
As United Nations is the World’s Highest Body which can solve the problems of any Country of the World, this Letter of Memorandum is handed to Your Excelency for Your Kind Attention towards the Situation of our Country and hoping Your Action to Solve the Problems. So, We sincerely request Your Immediate Action to:

# Solve the tense situation of our Country Nepal,
# Form the fair and indipendent ‘International Investigation Body’ to find out the truth about the ‘Royal Massacre’, and
# Save the Democracy and National Sovereignty in our country.

Sorry for taking your busy time. Thanks for your kind Consideration to our Nation and we the Nepalese People.
